“On March 29, 1779, Congress recommended that Georgia and South Carolina recruit 3,000 slaves to serve in separate battalions under white officers. Slaveowners would receive up to $1,000 for each slave who enlisted, and at the end of the war, the slaves would be freed and paid $50 for their service.
